I'm only familiar with Carey within the context of Tool and on an Adrian Belew album he plays on.  Despite a greater exposure to Portnoy's drumming, I prefer Carey's playing.  Never really thought about which is technically better than the other.

Well, neither is my favorite GeekTongue but of these 2 I prefer Carey.

Portnoy is good, but I'll just say it.....I don't get it.
I assume he is hyped up because of the hyped up band he played forLOL but while he is good that's just it.
He's good, never blew me away, never was I like holy shit! Just a good drummer IMO.
