I think people tend to overrate this album simply because it's by Emperor. If you weren't told who it was, I suspect most people would give it a reasonably good rating - it's a decent black metal release which is fairly traditional but introduces a few features such as clean vocals which people had become interested in experimenting with by this point in time.

However, it is by Emperor, and Emperor completely spoiled us with their first two masterpieces: we all came to expect world-shaking glory from them every single time, so when they delivered an album which was merely good rather than exceptional people freaked out. I still think it's a good release which has had a raw deal over the years.
